Tahmineh Borhani is an expert in public administration who specializes in human resources management, employees' well-being and mental health, decision-making and public policy-making, public policy laboratory, and public policy analysis.

Tahmineh Borhani graduated from the University of Tehran in April 2022 with a doctorate in public administration, public policy-making, and decision-making. Her written work, including her dissertation "Presentation of the Public Policy Laboratory Design Model" and book, were helpful in the establishment of the University of Tehran's first public policy laboratory in Iran.

Also, she graduated from Shahid Beheshti University in 2016 with a master's degree in public administration, human resources management. In her thesis, she investigated the effective elements of employee mental health and the consequences of such health for the workforce. Thus, her expertise includes research on public policy and the mental health of employees.

Moreover, during her doctoral studies at the University of Tehran, she lectured in the field of public policy analysis.

In order to improve the mental health and welfare of employees and society as a whole, her current research consists of the following stages: first, an examination of effective factors that influence the mental health of employees; second, the modification or design of occupational health and safety (OHS) policies; third, an evaluation of these policies in the laboratory by multidisciplinary experts from various perspectives; and finally, their implementation in the actual target society.
